16.07 - From WBC President Jose Sulaiman:

"The WBC has ruled a plan and program for the determination of one undisputed champion of the world in the super welterweight division. The first step will be an elimination bout between Fernando Vargas, who was recently rated after being cleared by the state of Nevada, and No. 1 ranked Fitz Vanderpool. The second step will be the fight between Oscar De La Hoya and Shane Mosley. The third step will be the winner of Vargas-Vanderpool fighting Javier Castillejo, who holds the WBC interim championship. The winner of that fight will then fight the winner of De La Hoya-Mosley.

"The WBC has been informed that somebody is producing WBC championship belts without any any approval or authorization. We are appointing a committee to investigate this situation, as world championship belts are only for official WBC champions of the world.

"The WBC presented a souvenir glove to Denzil Washington, who is filming in Mexico City. Many people in boxing thought that he deserved the Oscar for his part in 'The Hurricane.'

"The WBC received the medical report from California that Vitaly Klitschko should go 90 days without any contact of any kind. After those 90 days, he will be allowed to spar, but only with headgear until the day of his next fight. He is expected to be approved to fight by the end of November or beginning of December."

"The upcoming 2003 World Boxing Council convention in Moscow from October 5 (arrival day) to October 10 (departure day) will be the WBC's 40th anniversary. The WBC was founded in 1963 with the attendance of only 11 nations. Today, there are 161 countries affiliated with the WBC which are represented by nine Continental Federations. During our 40 years, the WBC has sanctioned 1,392 world title fights in approximately 60 different countries since the first on February 16, 1963, when Philippine hero Flash Elorde defeated Johnny Bizarro by decision in 15 rounds. The convention's organizing committee will have a special ceremony for our anniversary.

"Many members believe that the World Boxing Council convention in 1999 in Moscow, Russia, was the best in our history. The convention this year in Moscow will also be unforgettable. We will be very proud of the great contribution of the attendants for the betterment of boxing of the world, as well as for the strengthening of the friendship and unity of the great WBC family. The upcoming convention will be dedicated mainly to the reorganization of the WBC in all needed aspects.

"The following is some information that the host and organization committee has sent:
The host hotel is the Cosmos Hotel, a four-star hotel, nicely renovated, which meets all international demands with a well-equipped congress center, 12 restaurants, a café, grand casino, fitness center, swimming pool and bowling alley.

Room Rates: "Cosmos Club" Superior room: single $110, double $130.
Standard room: single $85, double $105.

Registration Fee: $100 per person, $125 per couple.

The convention committee will offer a welcoming cocktail reception to the attendants.

The Governor of Moscow will host the opening gala dinner.

The CISBB will offer the closing gala awards dinner.

At the general assembly meetings, there will be simultaneous translations into Russian, English, Spanish and French.

Social activities will include tours of city museums, the Kremlin, and the ballet as well as others, and probably a boxing show.

CONVENTION MATTERS AND WORKSHOPS:
Convention review and approval of ratings; mandatory defenses; judges and referees workshops; medical meeting and recommendations; world program against drugs, alcohol; AIDS awareness program; world tournament "Golden Fists" for developing of amateurs; Second World Boxing Medical congress 2004; WBC reorganization review; review of program for WBC; review of the pension and medical support to former boxers and other convention matters to be determined.

It is of great importance that every person who plans to attend this great convention, immediately sends his/her passport name and data; home phone and address, so you can be assisted to get the Russian entry visa. Your information must be received at the WBC office no later than August 15 so that you can receive your visa by September.
